Special mobility treatment for areas of complex industrial crisis: INPS instructions

With circular message no. 90 of 1 August 2018, INPS provides instructions for the fruition of special mobility treatment for employees working in areas of complex industrial crisis.
Areas recognized as such for the period 8 October 2016- 30 November 2017, as communicated by the Ministry for Economic Development, are: Venezia-Porto Marghera and Campanie, industrial areas of Acerra-Marcianise-Airola, Battipaglia-Solofra, Castellammare-Torre Annunziata.
Cabotage and international secondment: clarifications from the Ministry

With circular message no. 5797 of 25 July 2018, the Ministry of Internal affairs provides clarifications on the application of regulations on international secondment of employees and on the usage of pilots by street police institutions n cabotage operations.

Breastfeeding rest periods and maternity check: electronic submission of requests

INPS, with message no. 3014 of 27 July 2018, provided clarifications on the electronic submission of requests for daily breastfeeding leave hours (art. 39, 40 and 41, Legislative Decree no. 151/2001) and national maternity check (art. 75).
Users may submit requests via one of these procedures:
-    WEB – via the online service, directly available to citizens via PIN ID number (www.inps.it)
-    Multi-channel contact center – calling 803.164 (only landlines) or 06164164 (only from mobile phones);
-    Patronati - via their electronic services. It is reminded that, in this case, possession of a PIN ID number is not necessary.
For a transitional period of 3 months, starting on 27 July 2018, it will still be possible, for users, to submit requests as per older procedures.


Areas struck by earthquake: deadlines for the payment of INAIL contribution

With circular message no. 32 of 30 July 2018, INAIL specifies the new deadline for the payment of suspended social contribution duties, in relation to the earthquakes that took place in Lazio, Marche, Umbria and Abruzzo on 24 August  2016, 26 and 30 October 2016 and 18 January 2017.
The payment of suspended social contribution must be performed, in a single payment, by 31 January 2019.
Within the end of January 2019, in case of payment by instalments, the first instalment must also be paid.

Earthquake events: INPS deadlines

With message no. 3088 of 3 August 2018, INPS specifies that the new deadline for the payment of social contribution in the areas struck by earthquakes that took place in Lazio, Marche, Umbria and Abruzzo on 24 August 2016, 26 and 30 October 2016 and 18 January 2017 will be in January 2018.
The previous deadline was May 2018.

Solidarity fund for the credit sector: usage limits

INPS, with message no. 3157 of 10 August 2018, specifies usage limits for the solidarity fund in the credit sector.
It is also specified that a priority order has been established for its intervention, determining that training programs have a priority over other forms of intervention of the fund.

Preliminary declaration of social security facilitation and procedural updates

INPS, with message no. 3082 of 3 August 2018, provides further clarifications on the new process for the audit of regularity in the payment of social security contribution duties, for the fruition of benefits provided by current regulations on employment and social security.

INPS: Italy – Turkey international secondment

INPS published message no. 3085 of 3 August 2018, with operational instructions on the application of the bilateral agreement between Italy and Turkey on social security, signed in Rome on 8 May 2012, ratified with Law no. 35/2015 and effective since 1 August 2015.
Specifically, INPS, waiting for the signature of the administrative agreement, provides early instructions on applicable regulations, secondment, pension, unemployment, illness and maternity treatments.

Stewards in sports facilities: occasional work and clarifications from INPS

With circular message no. 95 of 14 August 2018, INPS pronounced itself upon the new regulations introduced by art. 1, c. 368 of Law 27 December 2017, no. 205 (budget law 2018), for the usage of occasional work by sport companies, specifically for the work of stewards.
Said regulation, in addition to granting INPS the management of user and occasional worker registration procedures, as well as related mandatory communications, extends occasional work legislation also to stewards, for their work with sport clubs.
The message precisely defines involved subjects, means of usage of the procedure via “libretto famiglia”, payment limits and fines.
